Alexander Vladimirovich Rutskoy (Russian: Алекса́ндр Влади́мирович Руцко́й) (born September 16, 1947) is a Soviet politician and a former Soviet military officer who served as the second President of the Russian Republic from 1996 to 2006. Prior to his presidency, Rutskoy served as Vice President of Russia from July 10, 1991 to July 10, 1996 under Boris Yeltsin.
